Order and procedures:

Step 1: Preparing a dossier in accordance with the law.

Step 2:

1. Agencies and organizations in Vietnam directly submit the dossier in person or send it by post to the offices of Vietnam Immigration Department, Ministry of Public Security:

a) 44 – 46 Tran Phu Str, Ba Dinh District, Hanoi;

b) 333 – 335 – 337 Nguyen Trai Str., District 1, Ho Chi Minh city;

+ In case of application submission in person:

Officers, staff of agencies and organizations submit a request in writing for electronic account registration at one of the two above-mentioned offices.

Officers receiving the dossier shall check the legality and contents of the dossier:

* If the application is appropriately completed, the immigration officer shall receive, print the receipt out and give it to the applicant.

* If the dossier is not appropriately completed, then request the agency or organization to supplement.

+ In case of sending the application by post.

Immigration officers in charge of processing applications check the legality and contents of the dossier, then report to their leaders:

* If the dossier is not appropriately completed, then request the agency or organization to supplement.

* If the application is appropriately completed, then consider and grant an electronic account.

+ Working time: From Monday to Saturday every week (except for New Year’s days, holidays, Saturdays and Sundays).

Step 3: Receiving the result:

Agencies, organizations directly receive the result from the Immigration Department in person or by post.

- Working time: From Monday to Saturday every week (except for New Year’s days, holidays, Saturdays and Sundays).

- Application submission: Directly at the Immigration Department or by post.

- Contents, number of dossiers:

+ Contents of dossiers: An application form for electronic account registration  (Form No.03 issued with Decree No.07/2017/NĐ-CP dated January 25, 20217 of the Government)

+ Number of dossier: 01 (one) set.

- Processing time: Within 03 working days from the date of receipt.

- Subjects of application: Inviting, guaranteeing agencies and organizations applying for electronic visas for foreigners.

- Competent authorities: Immigration Department, Ministry of Public Security.

- Results of administrative procedures:

+ Vietnam Immigration Department shall send a reply in writing and grant an electronic account according to Form No.4 issued with Decree No.07/2017/ND-CP dated January 25^th, 2017 of the Government.

- In case the application is refused, Vietnam Immigration Department shall send a reply in writing clearly stating the reasons for refusal according to Form No.05 issued with Decree No.07/2017/ND-CP dated January 25^th, 2017 of the Government.

- Fee (if any): inapplicable.  

- Application forms (if any): An application form for electronic account registration  (Form No.03 issued with Decree No.07/2017/NĐ-CP dated January 25, 20217 of the Government)

- Requirements and conditions for administrative procedures (if any): Prior to applying for granting electronic visa, agencies and organizations shall inform its legal person status according to clause 2, Article 16 of the Law on foreigner’s entry into, exit from, transit through and residence in Vietnam.

- Legal basis of administrative procedures: 

+ Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam dated June 16, 2014.

+ Resolution No. 30/2016/QH14 dated November 22^nd, 2016 of the Vietnam National Assembly on piloting the issuance of e-visas for foreigners entering Vietnam.

+ Decree No.07/2017/ND/CP dated January 25^th, 2017 of the Government prescribing the order and procedures for piloting the issuance of e-visas for foreigners entering Vietnam.
